These two creations have a god complex and have the power to back it up, but only one of them can survive. Will Omega show Cell why he’s the messiah? Or will Cell show Omega why he’s perfection itself?

Background

Cell


The Red Ribbon Army is one of, if not the most dangerous and influential criminal organization in the world. With the pursuit of world domination and the military being unable to stop them, victory was at hand… until an orange-gi-wearing monkey boy soloed the entire army single-handedly. This was Son Goku, and after their defeat, most of their members disbanded, except for a few exceptions. One of them was Dr. Gero, who spent his life creating androids in order to defeat Goku. He created the Goku dunking, nature-loving Android 16, and the twins that destroyed a timeline of the future, Androids 17 and 18. Eventually, Dr. Gero was able to create his most powerful creation. With the DNA of the strongest fighters around, Cell was created.

 While the Cell of the current timeline was destroyed before it could grow, due to time travel/alternate timeline shenanigans, Cell from a timeline showed up (mostly because Trunks from that same timeline destroyed the androids before he could absorb them lol) and started absorbing people in order to get stronger. Two androids absorbed later, Cell achieved his perfect form. At that point, he could’ve easily destroyed the planet, but where’s the fun in that? He announced the Cell games, a tournament where the strongest characters on Earth have to fight Cell and defeat him in order to save the planet, with an obvious result if everyone failed to stop him. After an epic fight with Goku, Cell watched as Gohan had to take Goku’s place and toyed around with him, even destroying Android 16, which proved to be the biggest mistake of his life as Gohan transformed into Super Saiyan 2 and beat the CRAP out of him. One self-destruct, sacrifice, and Zenkai boost later, Cell and Gohan had a final Kamehameha clash, and with Vegeta distracting Cell with a Ki blast, Gohan destroyed Cell, leaving nothing of him to regenerate from. While Cell might have lost in the end, he lost in one of the most epic battles in Dragon Ball Z. Fitting for perfection itself.

Omega

"I am the messiah!!! HAHAHAHA!!!"


The Maverick Wars. A terrible and catastrophic time for Reploids and Mavericks alike. A war that created the Sigma Virus, a disease resembling corruption that spreads to Reploids and converts them into Mavericks by corrupting their AI. These wars raged for so long, but soon, a Maverick Hunter named Zero would seal himself after discovering he had the Maverick Virus inside of him (the virus before Sigma merged with it), so it could be reverse-engineered into a cure. Then steps in Dr. Weil. He needed something that could stop the wars. So he created a perfect ruler. Using Zero’s body, Omega was born. Although something was different. This being…grew a liking to this form. He truly believes he IS Zero. He is GOD. But after the Mother Elf was created and the Sigma Virus was destroyed, Dr. Weil wasn’t satisfied. The Reploids HAD TO PAY for the destruction this war left. So Dr. Weil developed Project Elpizo. In which, with the Mother Elf’s help, HE WILL TAKE AWAY FREE WILL FROM ALL REPLOIDS. Of course, a Maverick Hunter named X would reject this. But this didn’t stop the doctor. After reprogramming the Mother Elf to the Dark Elf and kickstarting a new war called the Elf Wars, Omega had a shiny new toy to fuse with. But first, he needed a Reploid frame to safely absorb. Which he got.

However, X wasn’t gonna let that happen, and Zero (with a new body) came back to reclaim the Mother Elf. To get the Dark Elf, Omega, and an army of Mechaniloids attacked to claim this weapon. After gleefully slaughtering many in his path, he succeeded in absorbing the Dark Elf. Still, not long after, X and Zero defeated him, in which he was exiled to the Forbidden Ark, forced to orbit around the Earth. And to make matters worse, the Dark Elf has been stripped away. But this wasn’t the end. After 2 months, his pod crashed into a tundra, where the hunt for the Dark Elf began again. He succeeded, and the Dark Elf is his. Giving him a shiny new form. Eventually, the power was all his. ALL REPLOIDS were under his control. There was only one thing left. EXTERMINATE ZERO. THE COPY. THE FAKE. After confronting Zero, both had a climactic battle, in which Omega broke free and unleashed his true form. In which Zero had to fight HIMSELF. While Omega had all of Zero’s power, he lacked his heart, which led to his inevitable defeat. But there is one thing for certain. In the few moments of power…Omega truly was THE MESSIAH.

Intelligence and Experience

Cell

Despite not existing for very long (technically being 6), having the DNA of some of the universe’s greatest fighters means that you would already be very skilled at fighting. Goku’s DNA helps Cell with his hand-to-hand mastery, while Piccolo’s DNA  helps Cell with his cunning, and Cell can take advantage of his physiology (more on that later) in order to outlast and eventually overpower his opponents. Outside of Battle IQ plays, Cell doesn’t exactly have the best intelligence feats (not saying that he’s stupid, but he seems more on the average side in terms of book smarts), but he’s a decent manipulator, manipulating Vegeta into letting him absorb 18 in order to achieve his perfect form by taking advantage of Vegeta’s pride and need to fight strong opponents. However, depending on the situation, his ego could get the best of him, causing him to do certain things that could come back to bite him later.

Omega

Due to Omega possessing Zero’s body, he should be fairly skilled, and we do see that when he goes into combat. He most likely remembers Zero’s moves from the various wars he has fought in, including many techniques that Zero can do with his Z-Saber. He is even superior to beings within the Classic Era, like the Stardroids, who possess thousands of years of existence. Omega also seems fairly efficient at leading Mechaniloids in battle when they were fighting to reach the Mother Elf, and somehow knows how to utilize the Mother Elf properly. And on top of that, in his final fight with Zero, he seems fairly skilled at combat, being able to utilize all his moves to the best of his abilities. And he is vastly superior to Classic era machinery, which can process infinite amounts of energy. In terms of intelligence, most of his intelligence mainly comes from just obeying Dr. Weil’s orders and for combat. He also remembers all of Zero’s past battles and different techniques.

Equipment

Cell

Time Machine

In an alternate timeline, after killing Trunks, Cell degenerated into his larva form (more on that later) in order to use the time machine and travel to the present Dragon Ball timeline. Obviously, he would never USE the time machine in a fight, but for completionists’ sake, it had to be mentioned.

Omega

O-Saber

Based on Zero’s Z-Saber, this is a magenta-colored beam sword meant to surpass Zero’s original Saber in power. He uses it to cut, but can do other techniques like Arc-Blade, which sends out small crescent waves in multiple directions, Ryuenjin, which is a rising slash, and Ranbu, which is a 7-hit combo from his saber.

O-Buster

Based on Zero’s Z-Buster, this is an arm cannon on Omega’s arm that he can switch to. This allows him to shoot short beam shots. He mostly uses Double Charge Wave, in which he fires two shots before creating a crescent wave with the O-Saber, as seen above.

The Dark Elf

Now this is where things get interesting. This is the Dark Elf. It was previously the Mother Elf before Dr. Weil reprogrammed it into the Dark Elf. Omega, in the story, absorbed the Dark Elf into himself and should be able to utilize it, as he used it to increase his power. Now this being possesses A LOT of abilities that Omega can use, so we are going to list them out here.
  • Reality Warping, Conceptual Manipulation, and Information Manipulation: Due to the Mother Elf creating Cyber Elves, she should upscale them, in which they can manipulate the material world by changing the code of Cyberspace.
  • Elemental Manipulation: She upscales above several Cyber Elves, including Croire who can summon Ice and Fire attacks 
  • Time Manipulation: She upscales above Clocka, who is capable of slowing down the flow of time
  • Probability Manipulation: She upscales above Cyber-Elves such as Itecle, who makes chances of helpful items appearing increase
  • Strength and Speed Amplification: The Dark Elf can make a random fodder enemy like a Pantheon become a threat to Zero alongside Elpizo, who’s a non-combatant Reploid. She also upscales many of the Cyber-Elves who can increase Zero’s stats
  • Status Effect Inducement: A partial form of her was capable of paralyzing Zero in Zero 2
  • Forcefield Creation: Via upscaling Cyber Elves such as Bomga and Totten, both of which can summon forcefields to defend Zero.
  • Sleep Manipulation: She should upscale Cyber Elf X, who was capable of knocking out all the members of the Resistance with a flash
  • Healing (Low-Mid)/Resurrection: Healed Elpizo after his defeated by Zero. She also scales to Cyber Elves, many of whom can heal Zero and those close to him, or completely revive him.
  • Durability Negation: Many of the attacks in question ignore durability due to their nature
  • Transmutation: Turned Elpizo into a Cyber-Elf. She upscales above M-orell, who can turn all enemies into weak Mettaurs.
  • Regeneration (High-Godly)/Immortality Negation: She was capable of permanently killing Sigma, a pure data being who survived his own destruction to complete nothingness several times.
  • Mind Manipulation/Madness Manipulation/Possession/Corruption: Controlled all the Reploids on the planet through her ability. During the start of the Elf Wars, she was capable of turning a high number of innocent Reploids into Mavericks. Even while inactive, she was capable of corrupting Elpizo and turning him into the madman he became. Abilities like this are shown to work on humans thanks to Ra Moon, Sigma, and the Baby Elves, who are weaker clones of her, with these abilities often shown to affect them at a data level.
  • Gravity Manipulation: Scaling from Ribbit, who can slow down Zero via manipulating gravity.
  • Power Nullification: She was capable of permanently killing the Sigma Virus, despite the fact that he was not capable of being killed by neither X or Zero, both of which can perma kill Nightmares, which can regenerate after the complete destruction of their bodies. She also upscales Cyber-Elves, some of which can completely decrease a boss' health bar to half.

Powers and Abilities

Cell

Cell's Physiology

Cell is created from the DNA of the strongest characters on Earth, which includes Goku, Vegeta, Piccolo, Frieza, and King Cold. Due to this, Cell has the abilities that the aforementioned characters have, which we will mention later.

Technique Mimicry

Due to a combination of the combatants’ DNA that he’s made of and his mastery of ki, Cell is able to copy ki techniques that he sees. Speaking of ki…

Ki

In Dragon Ball, Ki is a natural life force in every living being, whether it is plants or animals, or even the entire planet. With Ki, Cell can use it to enhance his stats, with an increase in Ki leading to an increase in stats, and the more Ki you have, the higher your stats are. Ki also allows characters to access multiple Ki techniques, which we will cover in a bit.

Flight

Via manipulating ki, Dragon Ball characters, such as Cell, are able to fly. Pretty self-explanatory.

Telepathy

In the Namek Saga, Goku was able to read Krillin’s mind… somehow. Perhaps due to becoming a “hermit master” on his trip to Namek, as hermit masters like Karin and Roshi have both displayed the ability to read minds. Though it’s worth pointing out that Goku seems to need to touch a person to be able to read their mind. Goku and Piccolo can also communicate to others telepathically. Cell should have this cuz Goku’s cells.

Kamehameha / Solar Kamehameha

One of, if not THE most iconic technique in Dragon Ball, by focusing his Ki in both hands, Cell is able to shoot out a Ki laser beam called the Kamehameha. The final Kamehameha Cell has ever been done is one that could destroy the Solar System, which people dub the “Solar Kamehameha.”

Ki Blast

Cell could attack opponents with small ki blasts, which aren’t as powerful as the Kamehameha, but would still pack a punch. If he wants, he could also spam them (copying Vegeta’s technique).

Special Beam Cannon

By charging up ki into your middle and index finger, Cell is able to launch a thin energy beam at the opponent. He got this technique from Piccolo.

Death Beam

By utilizing Ki in one finger, Cell can launch the Death Beam, a small but powerful finger laser. Inherited from Frieza.

Big Bang Attack

By focusing ki in one hand, Cell can utilize a bigger, more powerful ki blast known as the Big Bang attack. Inherited by Vegeta.

Solar Flare

A technique that, when used, is able to blind opponents temporarily, disorienting them and giving you the chance to either retreat or attack, depending on the situation.

Telekinesis

One of Frieza’s abilities, Cell could use telekinesis, which he used in order to create the Cell Games arena.

Regeneration

One of Piccolo’s abilities, Cell is capable of regeneration. His regeneration is so good that, unless you completely and utterly disintegrate him, Cell would be able to come back. This ability is paired up very nicely with…

Zenkai Boosts

Saiyans have the ability to gain a Zenkai Boost. A Zenkai Boost is that whenever a Saiyan survives and recovers from a near-death experience, they get even stronger, and with Cell having the DNA of two Saiyans, he’d also have this ability. Sure, Cell’s regeneration means that a “near-death experience” would be harder for him to achieve, but whenever he DOES get a near-death experience, he’d be able to regenerate afterwards and get a Zenkai boost because of it.

Instant Transmission

An ability Cell gained near the end of the Cell saga, after locking onto a Ki signature, Cell is able to essentially teleport to that person by using their Ki signature as a beacon, which is what he did to travel from the destroyed King Kai’s planet all the way back to Earth.

Ki Sense

As mentioned above, Instant Transmission requires someone to lock onto a Ki signature, so Cell being able to use it means that he can sense the Ki of others. However, if someone can hide their ki signatures, they could POTENTIALLY hide from Cell. Ki Sense also doesn’t work on things that technically aren’t alive, such as robots.

Barrier

Cell can utilize a barrier in order to protect himself from attacks, which could hurt anyone who’s too close when Cell uses it. Pretty self-explanatory.

Explosive Wave

Via charging up ki, Cell can produce an omnidirectional blast of ki to knock the opponents back, perfect for when you need a breather or to keep the opponents away from you in order to charge up an attack.

Destructo Disk / Death Saucer

By utilizing ki into the shape of a disk, Cell can use the Destructo Disk, a technique known for its cutting ability. While it has been able to work on opponents above your weight class, there would be a limit to that, as while Krillin was able to slice off the tail of third form Frieza, the technique did NOTHING to Cell. Freiza’s variation of the technique, Death Saucer, is essentially a controllable Destructo Disk, allowing it to track opponents.

Absorption

One of Cell’s unique abilities, via using his tail, he can either absorb people of their energy, turning them into a husk, or absorb the person THEMSELVES. After doing so, he gets stronger, and he uses this ability in order to absorb Androids 17 and 18 in order to achieve his perfect form. However, trying to absorb the energy of someone completely mechanical doesn’t work, as Android 16 has shown.

Asexual Reproduction

Another of Cell’s unique abilities, with his tail, he can reproduce Cell Jr’s asexually (More on the Cell Jr’s later)

Self Destruction

When things can get bad for Cell, Cell would inflate and turn into a giant balloon of sorts. At that state, he’d soon blow up, but attacking him would cause him to IMMEDIATELY blow up. Cell can’t reverse the effect, and the attack would be able to destroy the planet. However, it’s important to mention that Cell would only do something like this when EXTREMELY desperate, and wouldn’t do this otherwise.

Afterimage Creation / Afterimage Strike

With his speed, Cell is able to create afterimages, and he can use them to give himself openings to attack his opponents.

Multi-Form Technique

A technique originally used by Tien, Cell can essentially duplicate himself up to four times. While normally, the cost of this technique is splitting your power into four, Cell can ignore this and just do it without any concerns.

Four Witches Technique

Tien is able to sprout two additional arms from their back, which allow him to attack with twice the intensity. The additional arms will disappear if the user is under extreme pain. Cell should be able to use this.

Galick Gun / Super Galick Gun

Another of Vegeta’s techniques, by charging up ki in two hands, Cell can fire the Galick Gun, purple laser beam, towards his opponents. Cell also has access to the Super Galick Gun, which is a stronger version of the Galick Gun.

Kaio Ken

The Kiao Ken is a martial arts technique made by King Kai. By amplifying the user’s ki for a heartbeat, their aura turns crimson as their stats get amplified, with it going up to x20. While Cell hasn’t used this ability in canon, due to having Goku’s cells, he should be able to use this.

Growing

Another of Piccolo’s techniques, Piccolo is able to grow in size, such as when he did so against Goku back in OG Dragon Ball and against Cell Max in the new Dragon Ball Super movie. While Cell hasn’t used this ability in canon, due to having Piccolo’s cells and being able to use another ability of Piccolo’s, that being regeneration, Cell should be able to use this.

Spirit Bomb

By gathering energy from all surrounding life forms, the person using the technique is able to make a giant energy ball known as the Spirit Bomb, before throwing it at the opponent, although it DOES have a charge-up time. While Cell hasn’t used this in canon, due to having Goku’s cells, and the fact that Cell has used this in some games (SOMEHOW getting around the fact that you need to be pure of heart to even USE IT), it seems reasonable to give it to him.

Death Ball

By focusing Ki into making a giant energy ball, Frieza is able to perform the Death Ball technique. While Cell hasn’t used this technique, due to having Frieza’s cells, he should be able to do this.

Supernova

One of Frieza’s techniques, Frieza is able to make a giant energy ball that looks like a sun, before launching it with a finger, which he used in order to destroy Planet Vegeta. While Cell hasn’t used this technique, due to having Frieza’s cells and having it in Xenoverse 2, he should be able to do this.

Final Flash

By utilizing ki in both hands, Vegeta is able to perform the Final Flash, a powerful and yellow laser beam. While Cell hasn’t used the technique, due to having Vegeta’s cells and seeing the technique himself, he should be able to do this.

Tri Beam

By forming a diamond-shaped gap in his hands, Cell can use the Tri Beam, a diamond-shaped Ki blast. The catch is that it uses the user’s life force. While Cell hasn’t used the technique, due to Cell’s ability to copy and the fact that he has the skill in some games, Cell should be able to use it. Also inherited from Tien.

Spirit Ball

Basically, a ki blast with the control of Frieza’s Death Saucer, by making a small ki blast, Cell can control its direction, building kinetic energy until it explodes with the final hit. While Cell hasn’t used the technique, due to Cell’s ability to copy and the fact that he has the skill in some games, Cell should be able to use it. Also inherited from Yamcha.

Omega

Reploid / Maverick Physiology

Reploids are a series of robots created based on X’s blueprints. Unlike Robot Masters from the previous era, Reploids possess free will and have their own personalities. Although X and Zero are not essentially Reploids due to predating them by hundreds of years. So, technically, they are labelled as Maverick Hunters. Due to possessing Zero’s body, Omega IS a Reploid/Maverick.

Reploid / Maverick Abilities

All Reploids/Mavericks have standard abilities that should apply to everyone, including Omega. These abilities are as follows:
  • Enhanced Stats + Stamina: Being robots, they’re physically superior to humans and don’t get tired due to their limitless stamina.
  • Self-Sustenance: Being robots, they don’t need food, water, or sleep.
  • Accelerated Development: To make a long story short, X is essentially the father of Reploids since everyone was based on X, so they’d have the limitless potential he has.
  • Rage Power: When Reploids are around half health, they gain an extra attack and get limited invincibility.
  • Intangibility: They could phase through attacks.
  • Consciousness Transferral: Reploids can transfer their consciousness to a new body, like how Zero got his consciousness transferred to a different body.
  • Supernatural Resilience: Reploids can survive after being severely destroyed, with them being able to possess a new body, with the biggest example of this being Sigma, who refuses to stay dead.
  • Immortality: Their true existence relies on their data, with them being able to come back if their data is “saved”.
  • Impact Resistance: Can regenerate from being crushed and flattened.
  • Regeneration: Robots are able to regenerate new bodies out of their data.
  • Resurrection: Defeated robots are able to come back as long as their data still exists.
  • Non-Standard Interaction: Reploids are able to harm and destroy data.
  • Possession: Reploid souls can return to their hollow bodies after being separated as long as their body isn’t destroyed.

Teleportation

Just like Zero, Omega can teleport, taking him anywhere he wants throughout the world, space, and even to dimensions!

Damage Boost

Omega possesses the Overdrive Invoke System. This is a system within Biometals that pretty much increases their strength and speed, but is usually used as a last resort due to it using A LOT of energy. However, Omega is model OX. This means his Overdrive Invoke System doesn’t have a limit and can use it whenever he wants. This also enhances his O-Saber and makes his charge shots instant. Oh yeah, and also gives him aura. No, literal aura.

Hoop Shot

In his armored form (more on that later), Omega can detach his arms to fire lasers in the shape of rings.

Omega Laser

Levitation

Omega can float off the ground. Pretty simple stuff.

Spark Chaser

In Omega’s Fusion Form (again, more on that later), he has an ability called Spark Chaser, which follows the target’s horizontal path, in which it only moves 90 degrees.

Triple Laser

From all 3 heads on his body, Omega can fire 3 lasers from each. All are quick and fast.

Exceed Buster

On the X arm, Omega can fire 3 large energy shots in a row.

Exceed Buster Neo

Again, with his X arm, he can instead fire a straight, giant laser beam.

Binding Ball

Omega has a move called “Binding Ball,” which, when catching the target, paralyzes them while moving them. After a while, it will let them go.

Messenkou

This move was learned by Zero during the Nightmare Incident, in which Omega pounds the ground, which sends a spreadshot in multiple directions. It can even heal him.

Rekkoha

Learned by Zero during the Nightmare Incident, in which Omega can replicate. But basically, Omega pounds the ground, in which 5 beams will surround him, temporarily making him invincible, while also healing some of his health.

Mega Man Xtreme 2 Techniques

In a game called Mega Man Xtreme 2, Zero can copy abilities just like X can. But instead of having limited ammunition and more ranged options like X, Zero copies techniques into his Z-Saber without using energy. Since Omega possesses Zero’s original body, he should be able to use these abilities. This goes for the rest of the techniques we are going to mention later.
  • Rising: It's pretty basic, just being a rising uppercut slash.
  • Fish Fang: Zero slashes mid-air, in which he would launch 2 fish missiles downwards.
  • Fire Wave: When Zero slashes, he launches a fireball that becomes a wall of fire once it touches the floor.
  • Drill Crush: Zero does a downward spike with his saber, while also spinning it rapidly like a drill.
  • Tri-Thunder: Similar to Messenkou, Zero punches the ground, with it releasing 6 balls of electricity that go in 3 different directions.
  • Lightning: As the name suggests, Zero calls down 8 lightning bolts that strike at random locations.
  • Earth Gaizer: Zero punches the ground, but this time, it causes explosions to happen around him.
  • Dash: Pretty self-explanatory. Zero just dashes while slashing his saber.
  • Zero Final: This is essentially a combo. Zero does a dash, in which he slashes the target multiple times at a rapid pace before finishing it with a Rising.

Mega Man X4 Techniques

  • Raijingeki: Pretty straightforward. Zero charges his Z-Saber with electricity and then executes a forward strike.
  • Hyouretsuzan: Similarly to Drill Crush, Zero covers his saber in ice and does a downward strike.
  • Kuuenzan: Zero just spins in the air with his saber, creating a spin slash. That’s it.
  • Shippuuga: After dashing, Zero can unleash a power slash in front of him. Just simple stuff.

Mega Man X5 Techniques

  • C-Sword (Mikazukizan): This move works the same as the Kuuenzan, but instead, it also creates a giant crescent slash in front.
  • E-Blade (Denjin): Similar to the Ryuenjin, but instead, the saber is coated in electricity and the rising slash reaches higher.
  • F-Slasher (Hisuishou): When Zero dashes mid-air, it creates an ice barrier in front of him.
  • W-Shredder (Hayate): This technique is rather interesting. It basically creates a red clone of Zero that can tank hits for him, but will disappear after a while.
  • Twin Dream (Sougenmu): Similar to W-Shredder, it creates a clone in front of Zero that will copy any move he does. So basically, double damage.
  • Dark Hold: This is a time stop. It does what it suggests, stopping time for a few seconds. Although the catch is that this is the only technique that needs to be refueled in his weapon gauge. Once he uses it, he has to refill it.
  • Quake Blazer (Danchien): It is yet another sword drop technique. But this time, his saber is covered in fire.

Mega Man X6 Techniques

  • Yammar Option: This creates 3 drones that surround him like Classic’s leaf shield. They protect Zero, along with shooting targets.
  • Hyoroga: Zero jumps onto a ceiling, from which he will rain icicles down on opponents.
  • Shoenzan: This basically is a burning uppercut with his Z-Saber.
  • Sentsuizan: This technique makes Zero slash while in the air, and once he lands, he will do a consecutive forward slash.
  • Ensuizan: This is the same as the Kuuenzan technique, but Zero doesn’t jump when doing this.
  • Rakukojin: Being another sword drop technique, Zero turns his Z-Saber into a normal, large sword and drops down. Once he touches the floor, he fires an uncharged Metal Anchor.
  • Guard Shell: Pretty simple. He just creates a small energy barrier in front of him that blocks all attacks.

Mega Man X7 Techniques

  • Bakuenjin: Zero punches the ground, in which a ring of fire appears around him.
  • Hadangeki: Once Zero slashes with the Z-Saber, it will fire off a crescent-shaped blast. (RUDE BUSTER REAL???)
  • Rajinshou: This allows him to create an electric tornado around him. Kinda similar to the Rekkoha.
  • Gokumonken: (GOKU???) This basically works the same as a counter in Super Smash Bros. Zero strikes a pose, and if he is hit, he will take no damage and deliver a quick strike.
  • Hieijin: After doing a 360 slash, Zero fires off a small homing shot.
  • Zankourin: Zero fires off an energy wheel after he slashes with the Z-Saber.

Mega Man X8 Techniques

  • Tenshouha: He punches the ground, in which an energy beam falls on him, striking the area he punched.
  • Juuhazan: This is a VERY powerful slash move that creates a massive shockwave.
  • Rasetsusen: Similar to the Kuuenzan, Zero spins in the air with his Z-Saber. However, this lasts much longer than the previous versions.
  • Raikousen: Zero performs a dash, in which he temporarily disappears, before reappearing and doing a forward electrical strike.
  • Enkoujin: This pretty much works the same as the Quake Blazer, in which he drops down and engulfs his saber in fire.
  • Hyoryushou: He performs an ice rising slash, only this time, he is twirling while doing this.
  • Youdantotsu: This is a relatively simple forward thrust technique that can pierce defenses.

Cell

"Present" Cell

This is Cell’s original form when he was in the process of developing and growing up. Not meant for combat, but when comparing this form to what Cell would become in the future, it shows that appearances can definitely be deceiving.

Larvae Cell

Cell’s larvae form and his “base” form, after travelling to the present timeline, it had to burrow and mature into its next form, with this ALSO not being a combat applicable form.

Imperfect Cell

Finally reaching a form in which Cell can fight, he went around absorbing people for energy while also fighting Z Fighters who tried to stop him. Befitting its name, it doesn’t look anything close to perfection.

Semi-Perfect Cell

After absorbing Android 17, Cell achieved his Semi-Perfect form (which unironically looks weirder than his imperfect form lmao), and this form is stronger than his previous form. Fortunately for Cell, this wouldn’t be his final form. (Perfect for FIRING THE LASER-)

Perfect / Super Perfect Cell

After absorbing Android 18, Cell finally achieved his perfect form, the strongest form he has. With this form, Cell announced the Cell Games and defeated all of his opposition until fighting Gohan, in which one self-destruction and Zenkai later, Cell returned with his Super Perfect Form, which is basically Perfect Cell but stronger, strong enough to match Super Saiyan 2. Speaking of that self-destruct…

Self-Destruct Cell

After being forced out of his perfect form by Gohan, Cell decided to take the “you’re going down with me” route and inflated like a balloon, turning into a massive bomb that would’ve destroyed the planet. Fortunately for Earth, Goku used Instant Transmission and took Cell to King Kai’s planet so he could blow up there instead. UNFORTUNATELY, Cell survived that self-destruction, turned into Super Perfect Cell, and learned Instant Transmission.

Buff Cell

There are unique versions of Super Saiyan called the Super Saiyan Grades. Having three different levels, these drastically buff the user at the cost of slowing them down and putting them in a blind rage. Cell originally only transformed into this form to show off to Trunks that the transformation isn’t special, but after getting beaten up by SSJ2 Gohan, Cell used the transformation to try to fight him, only for the aforementioned downsides to hinder him.

Omega

Armored Form

This is Omega’s base form, in which he is a towering knight-like robot, while also having a huge saber on his back. Underneath lies his true form. He mainly utilizes his detachable arms for beam attacks while also shooting lasers from his head.

Golden Form

After absorbing the Dark Elf, Omega got a boost in power and speed, along with his armor changing color to gold. With this new recolor, he has the potential to control ALL reploids on the planet. And finally, he wields his saber for combat.

Fusion Form

After taking the full power of the Dark Elf, Omega changes into this form. He gains 3 heads on his body, which are the Dark Elf’s, Zero’s, and X’s. Along with this, he gets a MASSIVE SWORD, and on the X arm, he gets a GIANT arm cannon. But this form isn’t anywhere near perfection.

True Form

This is Omega’s true form. The original body of Zero. This is Omega’s most powerful state. This even gets him quicker speeds to boot! With this form, he has weapons like his O-Buster and the O-Saber.

Cell Jr's

Cell Jr’s are the offspring of Cell, with them being smaller, childish versions of him, but blue. While they’re powerful enough to fight the Z Fighters, due to how Super Saiyan 2 Gohan was able to one-shot them while he didn’t one-shot Cell, the Cell Jr’s are weaker than Cell himself.

Omega

Controlled Reploids

With the Dark Elf, Omega was able to control all the Reploids on the planet and turn them against Zero. Due to the fact that he had them fight a certain character and has control over them, Omega would be able to get any nearby Reploids to assist him if need be, although this is merely a hypothetical and not something he did canonically when fighting Zero. It’s mostly mentioned for completists’ sake as he technically has them as support.

Resistances

Cell

  • Extreme Cold/Radiation Manipulation/Cosmic Radiation: Cell is able to fly to space, which is extremely cold and filled with cosmic radiation.
  • Disease Manipulation: Cell has the DNA of Goku, Vegeta, Piccolo, Frieza, and King Cold, and should be immune to the Extinction Bomb.
  • Poison Manipulation: Kid Goku drank the Ultra Divine Water, which could draw out the drinker’s potential if they survived the poison from it. He survived it, and since Cell has Goku’s cells, he should be capable of something similar.
  • Illusion Creation: With power levels, skill, and ki sense, smart enough fighters could realize when someone’s trying to fool them with illusions, and break out of them.
  • Magma Manipulation: Saiyans can survive extreme temperatures, so hot magma won’t be an issue unless it’s EXTREMELY HOT, and with Cell having Saiyan DNA, the same would apply to him.
  • Ice Manipulation: As mentioned prior, Saiyans can survive extreme temperatures, so like blazing hot magma, a bunch of cold ice won’t be an issue unless it’s EXTREMELY COLD, and Cell has Saiyan DNA.
  • Gravity Manipulation: Several Dragon Ball characters can fight in conditions of increased gravity, with characters like Goku using the Gravity Chamber to train and get stronger. Cell, having Goku’s cells, should be capable of the same.
  • Sleep Manipulation (Limited): When Kid Goku fell asleep due to Roshi putting him to sleep with a technique, Bulma woke him up by shouting “Dinner Time”, despite the fact that nobody’s supposed to wake up without a specific signal. While yes, Goku still fell asleep, he was able to wake up sooner than he otherwise would have. Cell has Goku’s cells, so he can do the same.
  • Heat Manipulation: Kid Goku has survived flamethrower attacks from the Pilaf gang and withstood a jet engine thrust. Cell has Goku’s cells, and thus can do the same.
  • Electricity Manipulation: Frieza was unaffected by lightning striking him, and Cell, having Frieza’s cells, should be capable of the same. (Toei)
  • Mind Manipulation/Corruption: Piccolo pretended to be mind-controlled after being bitten by corrupted humans that were affected by the Black Water Mist (being bitten by people affected by it is the same as inhaling it yourself) in order to get to Garlic Jr to free Kami. Cell, having Piccolo’s cells, should be capable of the same. (Toei)
  • Perception Manipulation: By clearing his mind and not letting his eyes deceive him, Cell should be able to see through perception manipulation tricks. (Toei)
  • Acid Manipulation/Corrosion Inducement: His own corrosive regenerative goo has no effect on him. (Toei)

Omega

  • Mind Manipulation/Corruption: As Zero, he could resist the Nightmare Virus and the Sigma Virus, which affect the AI of robots to corrupt and control them.
  • Petrification: While Zero can get petrified by Popla Cocapetri’s petrification beams, it's only for a brief time, as he can just break out. Other victims hit by said beams couldn’t break out as easily as Zero could.
  • Matter Manipulation: Zero could take hits from Heat Genblem’s particle beam, and can take hits from Deathtanz Mantisk’s molecularly sharp scythes.
  • Extreme Temperatures: Omega should be superior to Classic Mega Man, who can withstand Heat Man’s atomic fire, which burns hotter than the sun. Zero can also withstand Avalanche Yeti’s absolute zero Drift Diamond, which has temperatures at…absolute zero.
  • Electricity Manipulation: Again, being superior to Classic Mega Man, he could tank Elec Man’s Thunder Beam, which short-circuits robots. Along with this, he can withstand Panther Flauclaw’s 100 Million Volt electric charges.
  • Cosmic Rays/EMPs: Zero could walk in space unaffected, and Classic Mega Man could withstand Ra Moon’s worldwide EMP, despite the fact it can affect robots with resistance to such capability.
  • Magnetism Manipulation: Classic Mega Man and Bass can withstand Magnet Man’s magnetic waves, which can scrap iron.
  • Transmutation: Zero could withstand the Nightmare Virus, which was trying to morph Zero’s build.
  • Time Stop: X’s Dark Hold can’t affect Zero, which stops time. Along with this, Dark Hold is stronger than Flash Man’s Time Stopper.
  • Corrosion Inducement: Zero was able to walk in Rainy Turtloid’s acid rain without melting or corroding. Along with this, Classic Mega Man can tank Toad Man’s acid rain without melting or corroding either.
  • Technology Manipulation/Hacking: Being superior to Classic Mega Man and Bass, they could tank Shadow Man’s technology-altering Shadow Blade without having ill effects, and Classic was unaffected by Dr. Wily’s attempts at hacking him. Similarly, Zero could withstand the Sigma and Nightmare Virus, which does the same thing.
  • Soul Manipulation: Omega, being a robot, doesn’t have a soul to manipulate. Along with this, Zero was unaffected by the Erasure Incident and Nightmare Virus, which do similar things.
  • Biological Manipulation/Corruption: Due to being a robot, he is unaffected by this type of stuff. Additionally, Zero could resist the Sigma Virus, which corrupts Reploids.
  • Black Holes: Zero was unaffected by Gravity Antonion’s Squeeze Bomb, which works like a black hole. Classic Mega Man could also resist Galaxy Man’s Black Hole Bomb.
  • Sealing: Zero was unaffected by X’s Crystal Hunter, which encases enemies within crystals.
  • Information Analysis/Manipulation: When trying to look at Zero’s stats, they were unknown. Along with this, Nightmare Totems, which are from Zero’s DNA, could not be analyzed. Even Gate, who could create completely unanalyzable Reploids, couldn't understand Zero’s speed.
  • Power Nullification: The Sigma Virus failed to disable Zero’s functions during the Eurasia Incident. He is also unaffected by its abilities despite the fact that the normal Maverick Virus can disable X’s abilities.
  • Paralysis Inducement/Possession: Zero can resist the Nightmare Virus, which completely rewrites a Reploid’s code or their AI. This immobilizes them, or can shut off their bodies, and can take control. He can also break free from Web Spider’s Lightning Web.

Previous Dragon Ball Villains (and King Vegeta)

Cell, being the strongest Dragon Ball villain at the time of the series, means he’d upscale anything they did (and King Vegeta, who’s weaker than Frieza).

Garlic Jr / Cooler

Weaknesses

Cell

Despite being the perfect being, that doesn’t mean that Cell doesn’t have his weaknesses. For starters, he doesn’t have an infinite amount of Ki and would eventually run out, which would make him weaker due to how Ki works. Secondly, while his regeneration is impressive, complete disintegration would be enough to kill Cell in a way he can’t recover from. Finally, the biggest weakness he has is his ego, combined with wanting to fight a strong opponent (which is what happens when two of your unwilling DNA donors are from an alien species with a pride for fighting strong opponents). Cell is willing to stand there and let the opponent charge up their attack like he did when he let Vegeta charge up his Final Flash, and how he has a tendency to toy around with weaker opponents, like he did against Gohan after finding out that Gohan had a hidden power, which screwed him over at the end as Gohan gained Super Saiyan 2 and obliterated him.

Omega

Despite being the Ultimate Reploid, Omega has his fair share of weaknesses. First, and most obviously, he is SUPER arrogant, to the point that he has a god complex, and views many others as below him. Which could lead him to underestimate opponents. Along with this, funnily enough, he is also implied to be under Dr. Weil’s command and only acts when he is ordered by him. Along with this, the Dark Elf could potentially break from Dr. Weil’s reprogramming and could end up leaving Omega vulnerable, such as when it stopped healing Omega so Zero could finish him.

Cell

Are the Dragon Ball Movies canon?

Short answer, no. Except for two.


First of all, it's important to note that most Dragon Ball movies have notoriously contradicted the main canon in many parts. For quick examples: Piccolo is alive in The World’s Strongest despite the fact he died after the fight with Nappa and Vegeta; Goku is active and well during Super Android 13 despite the fact in the main canon he was infected with the Heart Virus; Videl being aware of the Dragon Balls during Broly: Second Coming despite the fact she never seen or was aware of them until after the World Tournament and more. Here's a video that goes over their contradictions and story problems they would cause if they were canon.


Now, you may wonder why we are considering both Garlic Jr and Cooler as canon but not the rest of the movies. Here's the thing: Movie 1 is included in the timeline of Dainzenshuu 7 alongside Cooler's Revenge. Both also directly appeared in the anime with Garlic Jr's filler arc and Cooler appearing as a cameo in Dragon Ball GT during the Super 17 arc. Considering the Dainzenshuu is a manga-based guidebook approved by Toriyama himself, this not only makes them canon to Toei but to the manga as well. Curiously enough, in Sparking Zero, Frieza can contact his brother to fight in the TOP during Dragon Ball Super as a What-If.

TLDR: Most of the movies either contradict canon stuff or take place in an alternate universe, with Garlic Jr and Cooler being the exceptions due to filler arcs, cameos, and the guidebook being approved by Toriyama.

Uni - Uni+ Cell

A contentious topic regarding Dragon Ball in powerscaling discussions is whether characters, in this case Cell, are universal or higher by the time of the Cell saga. Multiple claims from the manga and especially anime state such, with many people taking these at face value. But are they legit? Not exactly.


Let’s start off with the claims of “infinite” power or destroying “everything”. These two are the easiest to deal with due to their simplicity. Being described as having limitless power does not automatically make one a uni+ character. Infinite power could simply mean one is unimaginably powerful to the protagonists of the story, not literally being strong enough to destroy an infinitely sized universe. It doesn’t help that characters like Demon King Piccolo from the original Dragon Ball have been stated to possess infinite power, even though at that time, the strongest characters could only destroy the planet at the absolute best. As for destroying everything, a similar case holds true. Destroying “everything” could mean anywhere from the planet, the solar system, the universe, or the entire cosmology, depending on the context. They hold no weight on their own without additional claims/feats to back them up. These are one-off statements that exist to add tension to the story. To make matters worse, the two examples given are both stated by Cell himself. We know for a fact that Cell tends to glorify himself in order to feel perfect; that’s just his character. Him exaggerating his own strength is certainly something he would do.

Things get a bit trickier when we observe the claims of Elder Moori and Android 16. Both say blatantly that Cell can destroy the universe and aren’t the types of characters to overstate someone’s power. So does this mean that Cell is universal or higher thanks to the size of the DB’s universe 7? That isn’t necessarily the case here. Of course, one can buy this if they choose to, as these quotes are somewhat reasonable. But there is quite a bit of evidence suggesting that these claims aren’t accurate. For one, the characters could simply think that Cell is strong enough to destroy the universe over time. These quotes aren’t trustworthy enough to automatically say that Cell can destroy the universe in one blow. Another point is that even characters like Frieza in his third form have been stated to threaten the universe when they clearly haven’t shown that level of power ever. As mentioned before, characters saying someone can destroy the universe can just be one-off statements to heighten the threat of a villain. Couple that with the fact that Cell also hasn’t shown this level of power before, and it’s much easier to say that Elder Moori and Android 16’s statements exist to intensify Cell’s presence in the plot.

The final main topic for this section is regarding everybody’s favorite, Garlic Jr. Thanks to G1’s Bardock vs Omni-Man blog, it will be fairly easy to address how Garlic Jr. isn’t the reason why Perfect Cell is higher than universal. To summarize the blog’s points, while the Dead Zone may be described as a “hyperspace,” there is nothing else in the entire series that supports this fact. It resembles a small black hole more than anything. Though it should be worth pointing out that the Dead Zone being multi-solar system levels of power is valid for this blog. This information is consistent with Cell being able to destroy the solar system, which we know is concrete thanks to multiple sources backing it up, unlike every other statement listed above.

There is one last argument that can get Cell up to universal or higher, that being calc stacking. Thanks to form multipliers and power level differences, some people argue that characters can reach universal or higher stats by the time of the Cell saga. But even disregarding the fact that calc stacking tends to lead to bloated results, there is one argument that can apply to every universal or higher feat listed: They are all feats that shouldn't be accomplished until later in the series. SSJ3 Gotenks and Super Buu are able to exit the Hyperbolic Time Chamber by ripping apart the dimensional barrier with their screams. And several other universal or higher feats are demonstrated in the Buu saga. This level of power is far beyond anything before it from a plot perspective. Using statements or multipliers to justify that would go completely against the power scaling given by the narrative.

TLDR: Every universal or beyond feat that Cell has is too unreliable for him to scale to, thanks to no additional feats to back up their claims, exaggerations, only existing to add to his presence in the story, and/or being a feat that should be beyond what he is capable of during that point in the story. However, it is reasonable to argue for multi-solar system levels of strength at his best.

What's the deal with Instant Transmission?

Instant transmission is a technique that, on the surface level, allows one to “teleport,” but it is far more complex. To perform it, one must use another person as a beacon to teleport to. Then they travel through a dimension where time stands still to reach that beacon in instant time. Since Cell is capable of performing instant transmission, this should mean that he should have infinite ( or inaccessible) speed, thanks to moving in a place that has no time from one place to another instantly, right? Well, it’s tricky to say.


For starters, instant transmission never used the “teleportation zone” in the manga and even the anime. Teleportation zone has only appeared in some games, and its most important appearance; the Metal Cooler movie (and the Metal Cooler part of the diazenshuu). Both of these are non-canon, despite the original Cooler movie being canon. It is strictly up for interpretation whether or not solely manga and anime Cell use this teleportation zone. And without it, instant transmission is far more teleportation-related than it is to speed. Of course, instant transmission becomes speed-related once the Metal Cooler movie is used, but for this blog, we have already determined what we deem as canon, therefore excluding the movie and solidifying instant transmission as hax-based for Cell.

Omega

Universal+ Classic Era?

Now, you may be thinking…HOW THE HELL DOES CLASSIC ERA HAVE A UNIVERSAL FEAT?? AREN’T THESE DUDES STAR LEVEL FODDER??? Well, it mainly stems from a robot named Astro Man. Now, his whole deal is that with a piece of tech called the Alternate Dimension Generator, he can create universes. And as shown earlier, Astro Man has many sources that can support that these are in fact universes (or dimensions), and that he can manipulate space with temporally looping areas.

But with all this, how do Classic Era robots or robots later on like Omega scale to this feat? Rock didn’t destroy that universe…right? Well, there are actually ways we can scale Rock to this, and in extension, Omega. In the manual of Mega Man and Forte (or Bass in America), a robot named King stole the data of Astro Man and reprogrammed him to have the maximum power when using his abilities. Along with this, it is stated, “ which was to show a planetarium [effect] using (an) alternate dimension(s).” He directly uses his maximum power, or his universal making abilities, AGAINST Mega Man and Bass. Adding onto this, in another booklet, it states, “He was reprogrammed to utilize his special ability – using other dimensions to display planetariums – for attack purposes.” Just outright saying that he uses his dimensions or universe-creating powers for attack purposes. Taking this a step further, his main ability is Copy Vision, which, in the same booklet, is stated it “creates a copy of yourself.” Why is this important? Well, in his boss fight, he can create clones, which can damage you. With these clones having the same amount of power. Rock and Bass are able to copy this ability and use it for themselves. And finally, these clones can even nullify attacks and damage foes. So these universal creations CAN translate to AP. So yeah, Rock should scale, in which Omega should upscale, due to being WAY MORE POWERFUL, and being generations beyond Classic’s time.

TLDR: Astro Man can create real universes and dimensions, with multiple statements proving he can. While shaky, he can scale to this power due to King’s modifications to maximize this power to its full potential. Rock should scale to this due to defeating him and having his ability that can create a clone of himself, which could match his universal AP. Omega then should naturally upscale.

How Big is the Mother Computer and Zero Space?

Now, first off, you may be asking, What is the Mother Computer? Well, the Mother Computer within the Mega Man X lore is basically this VERY complex computer system that belongs to the Maverick Hunters. Why is this important? Well, on the surface, it may seem like a standard computer, but on the inside, it serves as a gateway to Cyberspace. Basically, virtual worlds. These virtual worlds also seem to be FULL recreations of X’s past battles. This includes all stages from Mega Man X1 and X2. It even recreated the same Mavericks X has defeated!

But another question arises. Yes, these are recreations of past battles, but are these different worlds or universes, or are they from one singular universe? Well, let's answer that! Just for starters, in the Classic Era, universes created by the Alternate Dimension Generator are already similar to Cyberspaces as virtual spaces, and are stated to be universal in size, as discussed with Astro Man already. And since technology within the X era is WAY MORE advanced than the Classic Era, it would make sense for these Cyberspaces to be universes. In X4, Cyberspace is referred to as a virtual space, in which it is VERY SIMILAR to how they described Astro Man’s virtual universe. And along with this, Cyberspaces are shown to contain starry skies and a moon, suggesting that celestial bodies exist there. It even has day and night cycles on top of that. And even in X4, in Cyberspace, there are galaxies within here. And finally, Mega Man X4’s Cyberspace is compared to a Deep Log, which are universes. But now, let's talk about Zero Space. Created by the Zero Virus, Zero Space is yet ANOTHER set of Cyberworlds. And as established before, we can assume they are universal in size, as they are referred to as “dimensions.” So yeah, now that we have established that these worlds are universal in size, how many are there? Well, there are at least 27, with it replicating stages from previous bosses, as we discussed before. And Zero Space contains 4. In total, being 31. There could also very well be WAY MORE, as this only contained bosses from X1 and X2, with X fighting more mavericks and robots afterwards. It is even shown that past data are stored within the Mother Computer, as seen in X Challenge, which is actually canon to the series.

But basically, the main feat going on here is that Sigma and Techno recreated ALL the data in the Mother Computer INSTANTLY. But how does this scale to AP? Well, Techno had to connect his CPU to the Mother Computer in order to carry this out. Since CPUs need energy to operate, this implies he needed actual power to do this. Sigma then just…does it again in the post-game of Xtreme. This also should involve him using his power, as it later lines up with how Cyber Elves use their powers, as they need to use their own energy in order to rewrite programs in Cyberspace to rewrite and affect reality. Even the Sigma Virus, as it was made by Sigma himself, was THE ORIGIN of the Cyber Elves’ powers. Even in the Classic Era, characters like Sheep Man and Astro Man are shown to be equal in power in their “Cyberworlds” and in the real world (Sheep Man’s stage takes place in Cyberspace). Dr. Wily even summons some digital beings into the real world later on in Mega Man 10. And in X Era, X, Zero, Axl, and other Mavericks are equal in power within Cyberspace and out of Cyberspace. Zero is even regarded as being stronger than the existence of Zero Space! And due to X and Zero defeating Sigma MANY TIMES (Too many to count), they should scale to this. And in extension, Omega should as well. This gets them to Low Multiversal, or 31 times universal. At the very minimum, 27, not counting Zero Space.

TLDR: The Mother Computer should consist of AT LEAST 27 universes, with them containing replicas of past battles and containing celestial bodies. Zero Space contains 4 dimensions, or universes, which raises the count to 31 in total. With that, Omega can reach Low Multiversal levels of power.

Why are we giving Cell and Omega abilities they haven't used?

As you may have noticed, we have mentioned abilities that Cell and Omega haven’t used in canon. A bunch of you are probably wondering why we’re doing that. The answer is simply due to the fact that they SHOULD be able to use them for a certain reason (Cell having the DNA of powerful fighters and being able to copy ki techniques, and Omega having Zero’s body and thus, Zero’s techniques). To make things simple, we will essentially do two rounds, where the first one is with abilities that they’ve used, and the second is us giving them abilities they should have to see if it would change or affect the outcome in any way.

Verdict

Stats

Starting with the perfect android, Cell’s statement of destroying the solar system would have him be solar system level, and scaling to Garlic Jr. would have him be multi solar system level at the bare minimum, and in terms of speed, scaling to Toei Goku during the Namek Saga would have Cell at bare minimum be 2 trillion times the speed of light, with transformations and multipliers boosting that speed even higher. However, when we look towards the God of Destruction’s feats and capabilities, it’s clear Cell doesn’t hold a candle in comparison. Omega’s presence creating Cyberspace would grant him Universal levels of power at the bare minimum, and in terms of speed, there have been multiple quadrillion times the speed of light feats that Omega would scale to, which would make him faster than Cell as well. While yes, Cell’s transformations and multipliers would have him be more powerful than what we mentioned to him in terms of stats, but the stat gap is so big, that it wouldn’t really matter in the long run, and while Zenkai boosts could help Cell close the gap, it would take way too long for Cell to approach Omega’s levels of power and speed.

Arsenal and Abilities

Starting with the obvious one, Omega takes arsenal due to actually having one compared to Cell not having anything. Having a blaster and a sword is already enough, but including the Dark Elf makes it overkill in terms of all the abilities she grants Omega, such as reality warping, time manipulation, durability negation, and more.
In terms of abilities, it generally boils down to whether or not you’d grant them the abilities they should have or not. If you don’t, Cell generally has way more abilities, even though some of them, such as Telepathy, Ki Sensing, and Absorption, wouldn’t work on Omega due to him being a robot. Omega can levitate, teleport, shoot lasers, paralyze people, make a little light barrier that heals him and makes him temporarily invincible, while Cell can ALSO shoot lasers, clone himself, heal, reproduce asexually, use telekenesis, blind opponents, and the abilities I mentioned above. If you do grant them abilities they should have, Omega would get way more options. Cell would gain the ability to grow large, boost his stats with Kaio Ken, and make four arms, while Omega could stop time, attack with fire, electricity, and ice in a bunch of ways, and make clones of himself to attack the opponent at once. While both would have tons of options at that point, stopping time is better than ANY of Cell’s options.
Omega takes arsenal. While abilities are debatable, with Cell taking it if you don’t grant them abilities they should have, and Omega taking it if you do, the fact is that both characters SHOULD have access to the abilities that they haven’t shown, so Omega would end up taking it.

Tertiary Factors

Let’s start with the obvious ones. Omega would take stamina due to being a robot and having unlimited stamina in comparison to Cell, who would have a vast, but limited amount of Ki. Pretty simple stuff.
In terms of intelligence, Cell takes it due to at least being a decent manipulator with manipulating Vegeta into letting him absorb 18, while Omega listens to Dr. Weil and doesn’t really have intelligence feats of his own. Although Cell losing his composure would make him slip up and make stupid mistakes. But generally, he takes it.
In terms of experience, while Cell has experience dealing with the Z-Fighters, it pales in comparison to Omega’s. For starters, Omega has all of Zero’s past battle skills and knowledge on what Zero has done, which involves centuries of fighting a multitude of enemies and going through wars, so he would EASILY sweep experience.
The main tricky one is skill, as both are either extremely skilled or have fought extremely skilled fighters. With them also being able to learn and adapt as the fight goes on, it would be tricky to find out who would be more skilled in a general sense, so it would be safer to have skill be a tie, with Battle IQ likely falling in a similar boat.
Omega takes stamina and experience, Cell takes intelligence, and they both tie in skill and Battle IQ.


Conclusion

Cell

  • Multi-form technique and Cell Jr’s would grant Cell the numbers advantage

  • Flight would grant Cell better agility compared to Omega’s levitation

  • Immune to Ki Sense, Telepathy, and Absorption
  • Omega wouldn’t lose composure
  • More abilities, if you grant them abilities they should have…
  • Badass Design
  • Has the same VA as Sukuna
  • Whatever this thing is...

Equal:

  • Skill and Battle IQ
  • Banger themes
  • MASSIVE EGOS

Disadvantages:

  • …but Cell would have more abilities if you don’t do that
  • Would get outnumbered by Multi-Form Technique and Cell Jr’s
  • Dumber
  • Capcom DOES NOT give the franchise A CHANCE.
  • Speaking of which, CAPCOM WHAT ARE WE DOING?!?!?!

Round 1: Regular Abilities

Starting with just using the abilities they’ve shown, things aren’t that great for Cell. Omega taking the stat trinity in spades is bad enough, but the Dark Elf alone is better than basically anything Cell has to offer. Heck, even if we say the massive power gap isn’t enough to get through Cell’s regeneration, nothing’s stopping Omega from just corrupting/transmutating Cell and calling it a day. While they’re similar in skill and Battle IQ, and Cell is smarter, with Cell not knowing anything about Omega, there’s no way for him to pull the same trick he did on Vegeta, and Omega’s experience and stamina mean he’d just outlast Cell.

Round 2: Bonus Abilities

Since everything else has been mentioned in Round 1, we will only mention the bonus abilities and how they could potentially impact the debate. On Cell’s end, while he does gain more abilities, most of them just boil down to “ki blast go brr”. Also, while Cell could technically grow giant, outside of clashing with Omega’s giant forms, which he would likely do to show off, it would only make him a bigger target. The only one that is important to mention is Kaio Ken, which could multiply Cell’s stats by 20 times. On Omega’s end, he essentially gains a ton of elemental attacks and a time stop. While the elemental abilities wouldn’t change much due to the already absurd stat gap (which Kaio Ken won’t be able to close the gap of), Dark Hold would make it infinitely easier for Omega to land any of his wincons, which is either overpowering Cell, negating his durability, transmutating him, or corrupting him.

In the end, no matter what Cell does, his chances of beating Omega were Zero.

The winner is Omega.

And probably one of the most memeable Dragon Ball characters in history lol. Also, rest in peace, Akira Toriyama. You made one of the best series in the world, loved by so many people. That is something to be proud of. Then for Omega...AURA. This guy has SO MUCH AURA. And along with that, I LOVE the Mega Man franchise! Hell, Classic Mega Man is literally my favorite fictional character! I just wish that Capcom would actually do something with the franchise instead of just...leaving it to starve.
